Key Provisions of the Post Office Act, 2023:

• Director General of Postal Services: Empowered to establish regulations for additional services and set corresponding charges, streamlining service updates without requiring parliamentary approval.

   

   

• Interception of Shipments: Authorized officers may intercept, open, or detain postal items to safeguard state security, public order, or prevent illegal activities, including smuggling and drug transmission.

   

   

• Digital Addressing: Introduces standards for digital address identifiers and postcodes, enhancing the precision and efficiency of mail and parcel deliveries.

•  

• Liability Exemption: The Act exempts the Post Office and its officers from liability for loss, misdelivery, delay, or damage during service provision, except where specific liability is prescribed.

   

• Removal of Offences and Penalties: Eliminates previous penalties for misconduct by postal officials, such as theft or fraud, marking a significant shift from the earlier Act.

   

Post Office Rules and Regulations, 2024:

To operationalize the Act, the government introduced the Post Office Rules, 2024, and the Post Office Regulations, 2024, effective from December 16, 2024. These subordinate legislations focus on enhancing service delivery and operational efficiency:

• Service Expansion: The rules enable post offices to offer a broader range of citizen-centric services, including collaborations with public and private entities, thereby generating employment opportunities.

   

   

• Digital Integration: Incorporates digital address identifiers and facilitates digital payment modes for postage and other charges, aligning with modern technological advancements.

   

• Product Rationalization: Merges similar services to optimize operations, such as combining Value Payable Post with Cash on Delivery and extending Cash on Delivery services to retail customers.

   

• Money Order Limit: Increases the maximum remittance amount via money order from ₹5,000 to ₹10,000, with a cap of ₹25,000 for retail remittances to a single person, catering to the disbursement of various social welfare schemes.
