The West Bengal Land Reforms Act, 1955 was enacted with the primary objective of restructuring agrarian relations, abolishing intermediary interests, and ensuring a more equitable distribution of land in the State of West Bengal. It is one of the most important pieces of legislation in India aimed at land reforms and agrarian justice.
To eliminate the remnants of the zamindari system and vest ownership of land directly in the cultivators.
To impose ceilings on land holdings and redistribute surplus land among the landless and marginalized sections of society.
To protect the rights of bargadars (sharecroppers) and ensure security of tenure.
To regulate and record land rights through proper maintenance of land records.

Vesting of Lands – All estates and intermediary interests were vested in the State, removing the zamindars’ control.
Ceiling on Land Holdings – Restrictions were placed on the maximum amount of land that an individual or family could hold. Surplus land above the ceiling was acquired by the State for redistribution.
Rights of Bargadars (Sharecroppers) – The Act recognized and protected the rights of sharecroppers by:
Recording their names in official land records.
Ensuring that they could not be arbitrarily evicted.
Guaranteeing them a fair share of produce.
Distribution of Surplus Land – Land acquired under ceiling provisions was distributed among landless peasants and agricultural laborers.
Land Records & Tenancy Reforms – Introduction of a comprehensive system for recording rights of raiyats (cultivators) and bargadars, making their rights legally enforceable.
Prevention of Benami Transactions – Measures were taken to prevent landowners from evading ceiling laws through benami (fictitious) transfers.
Restrictions on Transfer & Conversion – Agricultural land could not be easily converted for non-agricultural use or transferred without following statutory guidelines.
Homestead Rights for Bargadars – Provisions were added later to ensure that sharecroppers could not be evicted from their homestead lands.
The Act played a crucial role in Operation Barga (late 1970s and 1980s), a historic program in West Bengal that successfully recorded the rights of millions of sharecroppers.
It drastically reduced landlordism and improved the security of tenure for cultivators.
Contributed to rural poverty alleviation and more equitable agrarian structures.
